RRB Group D Court Case Final Verdict Out: Dear aspirants it is to inform you all that the RRB Group D Court Case 2025 final verdict is out. Actually, the Central Administrative Tribunal (CAT) has given clearance that both the candidates with 10th + ITI and 10th qualification are eligible to appear for the Railway Group D Examination. Following this the RRB is getting ready to release the RRB Group D Exam City Slip and then the RRB Group D Admit Card 2025. In this regard the revised exam date shall be announced soon.
RRB Group D Court Case 2025 (10th vs ITI) Brief
Railway Recruitment Board had actually released a short notification of RRB Group D Recruitment Rules with the mandatory qualification to be 10th + ITI in 2018. However, following the nation wide protests the eligibility conditions were revised and while releasing the RRB Group D Recruitment 2024 (CEN 08/2024), the RRB Notification stated that candidates with a minimum qualification of 10th can apply for Railway Group D or Level 1 vacancies. Aggrieved by this decision of the RRB, several applicants filed petition in Delhi High Court seeking relief on the following conditions –
- According to the counsel of the applicants between the period from 2018 to 2024 various circulars had been issued by the Railways specifying the minimum educational qualifications as 10th pass + ITI.
- However, by changing the minimum educational qualification to 10th Pass or ITI or equivalent or NAC Indian Railways / RRB affects approximately 39,20,067 candidates who prepared themselves as per the earlier qualifications.
- The abrupt change also undermines the principles of transparency and the legitimate expectations of the aspirants.
- Moreover, it creates an environment of increased competition by allowing just 10th Pass candidates to participate in the examination.
CAT Dismisses the Case & ruled in favour of Railways
After hearing the complete matter, the CAT dismissed the case and ruled in favour of the Railways citing that the UPSC, Railways etc. follow the practice of advance notice to alert the applicants but this in no way signifies that advertisement for recruitment had been issued on the date of indicative notice. For all practical purposes, the date of issue of the recruitment advertisement would be counted as on 22.01.2025 (the date shown as the date of publication of RRB CEN 08/2024).
Moreover, the CAT further stated that the instant OA/Case is a frivolous application to disrupt and frustrate the recruitment process to Grade I post of the Railways where 1.08 crore candidates had applied. Moreover, by
diluting the minimum educational qualifications from Xth pass + ITI or NCA to Xth pass, or the ITI or NCA equivalent, the rights of the applicants have in no way been undermined/violated /adversely impacted.
The petitioners are eligible to appear in the examination and should prepare to write the Computer Based Test (CBT) and the subsequent steps of Physical Efficiency Test (PET); Document Verification (DV) and Medical Examination (ME) as and when the stage would arrive in future. Their legitimate expectations have in no way been violated as per the ratio given in Hon’ble Apex Court Judgment of Sankarsan Das VS. UOI – AIR 1991 SC 1612 wherein it has been ruled that ‘merely because the candidates’ name appears in the select list, he/she does not get indefeasible right to get appointment’.

Now that the final verdict is out and it is in favour of Indian Railways, the RRB shall start the selection process of the Level 1 Vacancies. RRB Group D Exam City Slip and Admit Card
The RRB Group D CBT was scheduled to start from 17th November 2025 for which the admit card was supposed to release from 14th November 2025 while the exam city slip from 7th November 2025. As the final verdict was due to be out, the release have been delayed. The Railway Group D Exam is likely to be rescheduled and an announcement is expected in a day or two.
